MINUTES

Minutes of the Sept. 6, 2001 were presented for approval. A motion for approval was made by Michael Necessary; seconded by Patrick Mapes; motion passed 18-0.

 

2001-02 WRESTLING TOURNAMENT FORMAT

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2001-02 Wrestling Tournament Series. The recommendations included the following changes in host sites:

Individual Sectionals: To Fountain Central From Covington

Individual Regionals: To North Montgomery From Western Boone

A motion to change the recommendation by placing Salem in the Jeffersonville sectional and Eastern (Pekin) in the Jennings County Sectional was made by Jim Feist; seconded by Cecil Raymond; motion failed 7-11. A motion to approve the recommendations for the wrestling tournament series was made by Dennis Eller; seconded by Joseph Trimboli; motion passed 19-0.

 

2001-02 BOYS & GIRLS SWIMMING & DIVING TOURNAMENT FORMAT

Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 2001-02 Boys & Girls Swimming & Diving Tournament Series. These recommendations included the following changes in host sites:

Girls Sectionals: To Avon From Southport

To Penn From Concord

Boys Sectionals: To Ben Davis From Avon

To Concord From Penn

To Mooresville From Bloomington South

A motion to approve the recommendations for the boys and girls swimming and diving tournament series was made by Joseph Trimboli; seconded by Phillip Gardner; motion passed 19-0.

 

2001-02 GIRLS BASKETBALL TOURNAMENT FORMAT

Assistant Commissioner Wynns reported on the general format, sites and other preliminary plans for the 2001-02 Girls Basketball Tournament Series. These recommendations included the following schools being designated as host sites:

2001-02 GYMNASTICS TOURNAMENT FORMAT

Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 2001-02 Gymnastics Tournament Series. Recommended changes included moving the sectional host site from Portage to Chesterton. A motion to approve the recommendations for the gymnastics tournament series was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 19-0.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2001-02 school year. This report included the following actions as of Oct.2:

Full eligibility: 1,408

Limited eligibility: 116

Ineligible: 11

Total: 1,535

 

SPORTSMANSHIP

Assistant Commissioner Wynns reported on plans to create a sportsmanship initiative that will benefit member schools. The IHSAA intends to package sportsmanship announcements, ad slicks, promotional ideas, and a banner program in an effort to foster sportsmanship in our schools. A search for sponsors of this program is currently underway. Assistant Commissioner Wynns reported the Association has received 357 unsportsmanlike conduct reports from officials working contests this fall.

 

FINANCIAL REPORT

Commissioner Ress presented the monthly financial report of the Association.

 

MEMBERSHIP REPORT

Commissioner Ress reported that 394 schools (387 full members, seven junior members) have joined the Association for the

2001-02 school year.

 

NATIONAL FEDERATION SECTION MEETING

Commissioner Ress reported on the Section IV meetings hosted by the IHSAA, on Sept. 20 and 21. Issues discussed included foreign exchange student participation, Friday night college football, and national high school events.

 

MID-WEST STATES SEMINAR

Chairman Oren Sutherlin reported on his attendance, along with Commissioner Ress and Sports Information Director Russell, at the Mid-West States Seminar at Schaumburg, IL. Much of the time during this workshop was centered upon security issues during tournaments.

 

BASKETBALL THREE PERSON OFFICIATING SYSTEM

Assistant Commissioner Wynns reported on a recent meeting conducted to help educate officials on the use of the three-person officiating system. Representatives from 25 officials associations, as well as previous observers, attended a seminar at Beech Grove High School. Mary Struckhoff, assistant director, National Federation of State High School Associations, presented information concerning three person mechanics. The individuals who attended the meeting will serve as instructors for their respective associations.

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

DISTRICT III MEDIA AWARD

Sports Information Director Jim Russell reported Dan Egierski, sports director for WGBF Radio in Evansville, and play-by-play voice for weekly high school football, basketball, and baseball in southwestern Indiana, has been selected as the IHSAA Distinguished Media Service Award recipient for 2001-02 in District III. A native of South Bend, Egierski is a graduate of South Bend LaSalle High School and the University of Evansville. He has spent his most of his professional career in Evansville as a sports reporter and radio personality. Mr. Egierski was honored Sept. 14, during pre-game ceremonies at the Castle-Evansville North football game.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Avon High School

Commissioner Ress reported the following action as a result of a violation of Rule 19-3.

  1. The Avon High School football program is issued a warning.
  2. Assistant Coach Terry Haston is reprimanded for causing this violation to occur.
  3. The junior varsity football game that the ineligible student athlete participated in shall be forfeited to Noblesville High School.
  4. The administration of Avon High School is commended for its prompt reporting and handling of this matter.

Avon High School

Commissioner Ress reported the following action as a result of a violation of Rule 19-3.

  1. The Avon High School boys soccer program is issued a warning.
  2. Assistant Coach Kurt Clore is reprimanded for allowing the violation to occur.
  3. The junior varsity soccer match that the ineligible student athlete participated in shall be forfeited to Danville High School.
  4. The administration of Avon High School is commended for its prompt reporting and handling of this matter.

Batesville High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1.

  1. The Batesville High School girls soccer program is issued a warning.
  2. Athletic Director Mark Ferguson and Coach Tim Macyauski are reprimanded for allowing this violation to occur.
  3. Batesville High School is instructed to educate their coaches on IHSAA By-Laws, specifically addressing the need for licensed officials.
  4. The administration is Batesville High School commended for its prompt reporting and handling of this matter.

Connersville High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2c.

  1. The Connersville High School softball program is issued a warning.
  2. Coach Keith Smith is reprimanded for allowing this violation to occur and shall be suspended from coaching the first regular season contest of the 2002 softball season.
  3. The penalties assessed by Connersville High School are appropriate and accepted by the IHSAA.
  4. The administration of Connersville is commended for its prompt reporting and handling of this matter.

Franklin High School

Commissioner Ress reported the following action as a result of a violation of Rule 8-3.

  1. The Franklin High School boys soccer program is issued a warning.
  2. Coach Erik Kimbler is severely reprimanded for causing this violation to occur.
  3. The administration of Franklin High School is commended for its prompt reporting and handling of this matter.

Huntington North High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2.

  1. The Huntington North High School girls basketball program is issued a warning.
  2. Coach Jon Lippe is reprimanded for causing this violation to occur.
  3. The administration of Huntington North High School is commended for its reporting and handling of this matter.

Madison Shawe High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-16.

  1. The Madison Shawe High School boys soccer program is placed on probation through Sept. 20, 2002.
  2. The IHSAA severely reprimands Coach Ron Lanham for removing the team from the field before the conclusion of the contest with Graceland Christian High School in violation of Rule 9-16 of the IHSAA By-Laws.
  3. Future, similar incidents could result in more severe penalties such as suspension of the soccer program.
  4. The administration of Madison Shawe High School is commended for its reporting and handling of this matter.

Mississinewa High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.

  1. The Mississinewa High School girls basketball program is issued a warning.
  2. The four student athletes involved in this violation shall be suspended for three games during the 2001-02 basketball season.
  3. The administration of Mississinewa High School is commended for its prompt handling of the matter.

South Knox High School

Commissioner Ress reported the following action as a result of a violation of Rule 101-1.

  1. The South Knox High School girls soccer program is issued a warning.
  2. Coach Sue Vories is reprimanded for permitting this violation to occur.
  3. The soccer match in which the ineligible student athlete participated shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.
  4. The administration of South Knox High School is commended for its prompt reporting and handling of this matter.

Washington Catholic High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-16.

  1. The Washington Catholic High School boys soccer program is issued a warning.
  2. Coach Todd W. Clark is severely reprimanded for removing the team from the field prior to the conclusion of the match in violation of Rule 9-16 of the IHSAA By-Laws.
  3. The IHSAA agrees with and accepts penalties assessed by Washington Catholic High School.
  4. The administration of Washington Catholic High School is commended for its prompt reporting and handling of this matter.

 

Western Boone High School

Commissioner Ress reported the following action as a result of a violation of Rule 111-4.

  1. The Western Boone High School volleyball program is issued a warning.
  2. Coach Mark Riggins is reprimanded for permitting this violation to occur.
  3. The administration of Western Boone High School is commended for its prompt reporting and handling of this matter.

Westview High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-17.

  1. The Westview High School boys tennis program is placed on probation through the conclusion of the 2002-03.
  2. Boys tennis coach Galen Mask is severely reprimanded for causing this violation to occur.
  3. The action taken by Westview High School officials in response to this unsportsmanlike act is accepted by the IHSAA.
  4. The administration of Westview High School is commended for its reporting and handling of this matter.
